Position Type: Full Time RegularSalary Range: $50,530 - $98,464Job Grade: CL 27 - CL 28 (Depending on qualifications and experience)Open Date: 11/05/2018 Closing Date: Open Until Filled (Preference given to applications received by 11/26/2018.)Location: Phoenix, AZ POSITION OVERVIEWThe United States District Court, District of Arizona is seeking an Application Administrator/Programmer in the Phoenix location. This position is part of a consolidated information technology support division and reports to a Systems Technology Division Manager. The incumbent provides specialized technical support for the Clerk's Office, U.S. Probation, U.S. Pretrial Services and chambers staff located throughout the District of Arizona in regard to the technical administration, development, and implementation of custom web-based computer applications; customization and implementation of applications developed by other federal courts; development of applications which extend the functionality of nationally-supported systems; development of custom reports for locally developed and nationally-supported systems; and local administration of supporting database products, operating systems, and server platforms. REPRESENTATIVE DUTIESThe Systems Technology Division is responsible for the computer systems, telecommunications infrastructure, and new technology for the District of Arizona, encompassing four locations and approximately 600 users in the Clerk's Office, U.S. Probation, U.S. Pretrial Services and chambers staff. Systems Technology also supports a large quantity of mobile computing devices including iPads, iPhones, Microsoft Surface Pro devices, and Windows laptop computers. The Application Administrator/Programmer is responsible for the development and support of new and legacy court software applications and utilities which meet locally defined mission-related needs, or extend, enhance, or otherwise interact with the functionality of AOUSC-developed, nationally supported database applications such as CM/ECF, PACTS, and JMS. The employee will also install, customize, and support applications developed by other federal courts which have been or will be implemented in the District of Arizona. Programming languages/technologies utilized by the programmer/analyst will include C#, Structured Query Language (SQL), Adobe ColdFusion, JavaScript, Drupal, HTML, CSS, Microsoft Visual Studio, Microsoft IIS, MS SharePoint, and Adobe Acrobat, among others. The employee will also design, develop, and support informational and statistical reports utilizing SQL and third-party reporting tools such as Crystal Reports, Business Objects, and RePortal. The employee is also responsible for routine database and application/database server maintenance as needed in support of local application development; application software installation and tuning; system troubleshooting; end-user support for locally developed and supported database applications; developing interfaces between locally developed and nationally supported judiciary applications; applications security administration; and end-user training. The incumbent may also perform Windows and Linux operating system administration duties as assigned. MINIMUM QUALIFICATIONSTo qualify at the CL 27 level, the applicant must have two years specialized experience, including one year equivalent to work at the CL-25. To qualify at the CL 28 level, the applicant must have two years specialized experience, including at least one year equivalent to work at the next lower level (CL 27). Specialized experience is progressively responsible experience designing, implementing or maintaining computer systems that included the completion of computer project assignments involving systems analysis, computer programming, database administration, systems integration, and information technology project management. Education at the master's degree level or two years of graduate study may be substituted for required specialized experience if obtained in a field directly related to the subject- matter of this position. PREFERRED QUALIFICATIONSPreference will be given to those candidates who possess progressively responsible technical experience related to web-based applications development and the administration of supporting database software, operating systems, and server platforms. Knowledge and experience in web development environments/languages including Microsoft Visual Studio/ASP.Net, C#, Visual Basic, MS SharePoint, SQL, JavaScript, Perl, HTML, CSS, and Drupal is highly preferred. Experience with database products including Microsoft SQL Server, Server, MySQL, Server Studio and Informix Dynamic Server is also preferred. Also, experience with the Red Hat or Ubuntu Linux and Windows Server (2008 and above) operating systems and Microsoft IIS is desirable, as is experience with off-the-shelf reporting tools including Crystal Reports, Business Objects, and RePortal. Preference will also be given to candidates whose work experience provides evidence of strong customer service skills; the ability to work cooperatively with clients, team members, and managers; the ability to handle multiple priorities in a fast-paced environment; and the ability to follow an assigned project through to completion. A bachelor's degree from an accredited university or college is also preferred. In most cases, this means that an offer of employment cannot be made unless the candidate is a lawful permanent resident who is seeking U.S. citizenship as explained below. Under 8 U.S.C. 1324b(a)(3)(B), a lawful permanent resident seeking citizenship may not apply for citizenship until he or she has been a permanent resident for at least five years (three years if seeking naturalization as a spouse of a citizen), at which point he or she must apply for citizenship within six months of becoming eligible, and must complete the process within two years of applying (unless there is a delay caused by the processors of the application). Non-citizens who have not been permanent residents for five years will be required to execute an affidavit that they intend to apply for citizenship when they become eligible to do so.
